2005-2006 Corridor Projects (48*)


Heartland Waterways Corridor - 4 Projects - $19,700

1.  Green River Paddle Trail Educational Brochure (25,000)-$4,000
To produce an educational brochure that will provide a map of trail access points, Distances between point and other pertinent information.

2.  Trail Enhancement, Green River Paddle Trail-$9,500
Improve trail access points and provide improved trail signage along the paddle trail including access points, directional signage and others.

3.  Trail Enhancement-Burkesville Murals-$5,500
Purchase materials (paint, brushes etc.) for additional murals on the buildings in downtown Burkesville.

4.  Trail Enhancement-Sulphur Well Park-$700
Purchase and install directional trail signage for the walking trail at Sulphur Well Park in Metcalfe Co.         


Heritage Landmarks Corridor:  7 Projects - $22,000

1.  Wayside Exhibits Lincoln Co -$4,800
To provide 2 interpretive wayside exhibits at historic and/or tourism related locations in Lincoln Co.

2.  Wayside Exhibits Jessamine Co-$4,800
To provide 2 interpretive wayside exhibits to be located at Highbridge Park and Camp Nelson Civil War Heritage Park in Jessamine Co.

3.  Festival/Events Rack Card-$3,000
Design and print 25,000 rack cards featuring the 15 best established festivals/events in the 5 county corridor.

4.  Equipment/Supplies Casey Co-$5,900
Purchase and provide on microfilm genealogy records (births, deaths, marriage, etc) from 1852-1910, index on CD and storage cabinet. Will be housed and available to the public at the Casey Co Genealogy Center located at the Casey Co Library in Liberty.

5.  Literature Racks-$800
Purchase two literature racks, one for the Danville/Boyle Co CVB office and one for the Danville/Boyle Co Convention Center. The racks will be used to display SEKTDA corridor and other regional tourism educational literature. 

6.  Trail Enhancement Boyle Co-$1,995
Purchase plant and other landscape related material to improve the entrance to Millennium Park located on historic Perryville Rd in Boyle Co.

7.  Art Workshop -$705
Conduct an Art & Craft Workshop for both students and artists that will increase the appreciation of young persons for arts and crafting. Also help educate the local artists and craft persons to the economic potential of their art or craft.


The Cumberlands Corridor:  5 Projects - $20,000

1.  Workshops-$1,800
To conduct five (5) workshops, one in each of the Cumberland Corridor’s counties, to review and discuss the results of the Corridor Marketing Study with the County/City officials and any interested citizens. It is hoped these workshops will help educate the county/city officials as to the importance of partnerships, of tourism and a regional approach.

2.  Period Rail Fencing for the Mill Springs Batlefield-$12,900
Purchase Civil War period rail fencing to use to help mark interpretive trails at the Zollicoffer Park in the Mill Springs Battlefield. This project is a continuation and expansion of a previous SEKTDA/Mill Springs Battlefield Association fencing project. 

3.  Festival/Event Rack Card-$3,000
Design and produce a simple rack card featuring several of the larger and smaller historic and heritage festivals and events that take place all year long in the corridor. By having a piece like this, people can better plan their vacations and shorter getaways.

4.  Microfilm Reader-$2,000
Partial payment for a microfilm reader for the Russell Co Historical Society. The reader will be available for use by anyone wishing to do genealogical research for the region.  Genealogy is becoming an ever more popular activity. Russell County has a good collection of area records on file but no way to access them at present. (Russell County is paying the balance)

5.  Printing Additional Marketing Study Copies-$300
Print additional copies of the Cumberlands Corridor Marketing Study for distribution to County Judges, Mayors, Chambers of Commerce and Tourism Commissions. The corridor is currently sponsoring ‘workshops’ or educational meetings in each county for local government officials and any interested persons. This has created a demand for additional copies of the study.


First Frontier Corridor:  6 Projects - $29,500

1.  Redbud Quilt Workshop/Festival Trail Rack Card (10,000)-$2,000
Design and print an educational rack card for quick distribution at fall/winter festivals and events to educate persons about the Quilt workshop and festival taking place in the spring of 2006.

2.  Redbud Quilt Workshop/Festival Trail Literature (25,000)-$3,500
Design and print an educational brochure that is an expansion of the rack card. This piece will provide more detailed information on the workshop such as presenters, individual classes to be offered, vendors participating and other educational information concerning the workshop/festival.

3.  Redbud Trail Quilt Workshop-$12,000
Design and print an educational rack card for quick distribution at fall/winter festivals and events to educate persons about the Quilt workshop and festival taking place in the spring of 2006. This will describe the unique vendors and presenters taking part in the workshop.

4.  Historic Coal Driving Trail (25,000) -$5,000
Design and print an educational brochure that is an expansion of the rack card. This piece will provide more detailed information on the workshop such as presenters, individual classes to be offered, vendors participating and other educational information concerning the workshop/festival.

5.  Coal Festival/Event Rack Card-$3,000
Design and print an educational rack card featuring festivals and events     themed around coal.

6.  Wayside Exhibits, Benham-Lynch-$4,000
Research, design and produce 2 interpretive wayside exhibits for Benham and Lynch in Harlan Co. The exact locations are yet to be determined. 


Mountain Parkway Trails Corridor:  5 Projects - $18,000

1.  Eastern Kentucky Heritage Monument 3-D Rendering-$2,000
Produce a 3-dimensional rendering/replica of the proposed Eastern Kentucky Heritage Monument. This is to be used as an educational and fund raising tool for presentations to government officials, civic groups, schools, philanthropic and other potential sources of funding.

2.  Eastern Kentucky Heritage Monument Educational Literature (25,000)-$5,000
Design and produce an educational brochure of the proposed monument that will bring the information from the Monument Feasibility and Marketing studies, Site Study, renderings and other sources together in one brochure that will be used along with the 3-D rendering as an educational and fund raising tool.

3.  Workshop-$1,500
Conduct a one day workshop for craft persons, artist and other entrepreneurs to help them gain knowledge for operating a ‘home based business’. Partners include the U of K Extension Service and corridor team.

4.  Corridor Literature update and Reprint-$5,000
Update and reprint 25,000 of the existing corridor educational brochure.

5.  Corridor Scenic Bicycle Trail-$4,500
Design and produce a brochure featuring scenic bicycle trails in the Red River gorge area. There are several being used in the area through Beattyville, Slade and other communities but no map or literature available. This brochure will also feature historic and cultural sites along the way. 


Southern I-75 Corridor:  6 Projects - $20,000

1.  Corridor Scenic Driving Trails Brochure Reprint (25,000)-$2,000
Update and reprint 25,000 of the existing Corridor Scenic Trails brochure.

2.  Corridor Festival/Event Literature (25,000)-$8,000
Design and print 25,000 educational brochures featuring the major festivals and events that take place in the corridor all year long.

3.  Supplies/equipment-$2,000
Purchase five (9) TV stands (one per county and Berea) to be used for the TV/DVD/VCR combo units previously purchased for the counties and Berea.

4.  Festivals Rack Card (10,000)-$2,000
Design and produce a festival/event rack card featuring smaller spring and summer festivals. This is designed to compliment the yearly festival/event brochure approved in September 05.

5.  Historic and Cultural Dining Trail (25,000)-$3,000
Design and print 10,000 educational brochures featuring dining experiences in the I-75 corridor. Historic-Colonel Sanders Café, Boone Tavern, Vintage House, Cumberland Falls, Depot: Cultural-Cumberland Inn, Artisan Center and others. People have to eat so why not offer unique experiences as well and develop a ‘trail’ of such experiences.

6.  Trail Guide Location Map Tear Sheets (10,000)-$3,000
Design and produce an educational brochure that will serve as a simple guide to easily accessible walking and hiking trails in the I-75 corridor. This will help guide persons to several of the more accessible trail heads in the corridor. Many of the corridor team members have expressed a need for such material.   


Country Music Highway Corridor:  4 Projects - $16,000

1.  Country Music Hwy Corridor Festival and Events Brochure (25,000)-$7,000
Design and produce an educational brochure featuring the major festivals/events taking place all year long in communities located along the Country Music Highway.

2.  Corridor Video Duplication (425)-$2,000
Purchase an additional 600 corridor video duplications on DVD for distribution to travel writers, AAA offices, group tour planners and other tourism related industries.

3.  Country Music Hwy Corridor Placemat Update/Reprint (50,000)-$3,500
Update and reprint the Country Music Highway Corridor placemat. This placemat is currently being used in the State Resort Parks as well as other local restaurants and several State Welcome Centers. The reprint is necessary and the update will include more state park info, update telephone numbers, add 511 logo/info and state logo.

4.  Wayside Exhibits for Martin Co-$3,500
Research, design, produce and deliver 2 wayside exhibits for Martin Co. This project is to compliment a NSB project along the Country Music Hwy. The six other counties in the corridor are having exhibits done by a NSB project that Martin is not a part of. 


Kentucky’s Elk Country Corridor:  6 Projects - $24,000

1.  Wayside Exhibits-$5,000
Design, produce and deliver five (5) small 12”X18” single pedestal interpretive wayside exhibits. The exhibits will be located at the Pine Mountain Overlook along Hwy 119 in Letcher Co and feature excerpts from local (corridor wide) writers with a brief history of each.

2.  Reprint Corridor Historic Sites Driving Trail Brochure (25,000) -$8,000
Update and reprint the Corridor Historic Driving Trail brochure. Breathitt Co needs to be added as they were not a part of this corridor at the original printing.

3.  Reprint the Elk Educational Brochure (25,000)-$8,000
Update and reprint the Elk Educational Brochure. Two counties have been added to the restoration zone plus the KY logo has changed as have the elk numbers

4.  Trail Enhancement Breathitt County-$1,000
Purchase material to construct an Elk Viewing stand on county property in the Quicksand area of Breathitt County.

5.  Trail Enhancement Leslie Co-$1,000
Purchase directional signage for 28 miles of ATV trails constructed in the summer of 2005 in Leslie Co that connect to the NFS Redbird Crest Trail near Hyden.

6.  Literature Racks Knott County-$1,000
Purchase two (2) literature racks to placed in tourism businesses such as the Appalachian Artisan Center, KY School of Craft or similar location. 


Mountain Lake Corridor:  5 Projects - $22,000

1.  Corridor Historic/Scenic Driving Trail Brochure Reprint (25,000) -$6,000
Reprint and update the existing Corridor brochure.

2.  Supplies-$4,000
Purchase paint, brushes, sign board/plywood for local schools and other groups to be able to paint Quilt Blocks that will be displayed on local barns, businesses, buildings etc. this may enable each county to participate in the Appalachian Clothesline of Quilts project.

3.  Quilt Workshop-$2,000
Sponsor four small quilting workshops, one planned in each county or one larger workshop in early late March or early April. This is to help continue the Forest Service quilting show that they no longer sponsor.

4.  Trail Enhancement Supplies-$6,000

Make funds available ($1,000/country) for use in local parks and communities for plant material, fencing material, quilt block square material and related items. Much of this material will be used on projects approved in September and begun in October 05.

**Some beautification money, with corridor team approval, was surrendered by the county (s) for projects that will affect the corridor. Not all scholarships will be used and that money will be used for projects at SEKTDA’s discretion.

ORGANIZATIONAL HISTORY

The Southern and Eastern Kentucky Tourism Development Association is a 501(c)(3) organization that was created in 1987 to promote, expand, develop and market the existing and potential tourism industry throughout southern and eastern Kentucky in an effort to contribute to the economic and cultural growth of the region.

The 46-county service area of SEKTDA consists the following counties:

Adair, Bath, Bell, Boyd, Boyle, Breathitt, Casey, Clay, Clinton, Cumberland, Estill, Floyd, Garrard, Green, Greenup, Harlan, Jackson, Jessamine, Johnson, Knott, Knox, Laurel, Lawrence, Lee, Leslie, Letcher, Lincoln, Magoffin, Martin, McCreary, Menifee, Metcalfe, Monroe, Morgan, Owsley, Perry, Pike, Powell, Pulaski, Rockcastle, Rowan, Russell, Taylor, Wayne, Whitley, Wolfe and the City of Berea. 


PROGRAM BACKGROUND
During September of 2000, Congressman Hal Rogers formed a partnership with Kentucky’s Secretary of Tourism, Ann Latta.  Together they unveiled the Company’s Coming Tourism Development Initiative for Southern and Eastern Kentucky.  This Initiative is much more than just another plan.  Congressman Rogers is calling it “our blueprint for success.”

Company’s Coming outlines seven distinct programs to lead SEKTDA’s tourism industry down the pathway to a brighter future using tourism promotion and development as the catalyst to bolstering local economies.  They are as follows:

  1. Create a National Marketing Program focused on the themes of History, Culture and Outdoor Recreation.

  2. Develop and Market Niche Products.

  3. Use Corridor Teams to work on Product Development and Facility Improvements.

  4. Increase Regional Tourism Staffing.

  5. Seek National Designations.

  6. Support Projects of Regional Importance.

  7. Sponsor Financial, Technical, and Continuing Educational Assistance.

SEKTDA provides technical assistance and coordination of regional project development efforts and facility improvements through nine tourism promotional development groups called Corridor Teams. These teams consist of representatives from counties, cities, tourism organizations, historical societies, and local businesses.

‘COMPANY’S COMING’ FUNDING
Community Development Fund Program

Thanks to Congressman Hal Rogers, SEKTDA received a Small Business Administration Grant to assist with the implementation of the ‘Company’s Coming’ Tourism Initiative.  The Community Development Fund is not a grant program nor is it a loan program; it is an investment program.  

To date, nearly two million dollars has been allocated to the Community Development Fund Program. The 2005/2006 Community Development Fund Program allocations will be $25,000* per Corridor, for a total Community Development Fund Program Budget of $225,000*. *This budget is tentative and may be confirmed by April.

PROJECT OBJECTIVES

Eligible projects will:

  • Spur economic development through tourism
  • Increase the ease of traveling throughout the region
  • Educate the traveler, general public and elected officials
  • Enhance visitor services
  • Improve traveler information gathering and simplify decision-making
  • Produce corridor-oriented marketing strategy that is part of the overall marketing strategy within the region
  • Provide continuing educational opportunities
  • Contribute to the increase of new tourist destinations and new recreational opportunities (such as feasibility studies)
  • Create driving exploratory programs

PROJECT GUIDELINES 

  • Projects must produce tangible results 

  • Projects must fall under an approved project category

  • Corridor officers (Chair, Vice Chair and Secretary) and county voting members must complete both SEKTDA Hospitality and Leadership training (offered free for 06-07 year) by June 2007 for corridor to be eligible for CDF funds

  • Corridor wide projects, sustainable projects and projects involving sustainable/viable partnerships will take precedent over other projects

  • All contracts issued by SEKTDA to support the project, including small purchases, shall contain provisions set forth in the OMB regulations, as applicable, including compliance with the statutes, regulations, Executive Orders, and other standards and policies set forth therein

  • Project leader, corridor coordinator and DCD will work together to complete the application

  • Applications will be accepted twice per year –August 15, 2006 and January 15, 2007

  • Previously approved projects must be in a state of progress before submitting an application for a new project

  • Project leaders must coordinate all projects with the SEKTDA Community Development Director

  • All projects will be implemented in full partnership with SEKTDA staff

  • County’s voting member or proxy and project leader must be represented at a minimum of 50% of corridor meetings beginning January 1, 2006 to be eligible for funds

  • Funds not committed (application approved and on file with SEKTDA) to a specific project by January 30, 2007 will revert back to SEKTDA for use at the discretion of SEKTDA following SBA guidelines
  • All supplies and equipment purchased as a result of Community Development Funds is considered the property of SEKTDA throughout the SBA Grant No. SBAHQ-03-I-0050 period 
  • Supplies and equipment must be used for the expressed purpose for which it was obtained 
  • Upon the termination of the SBA Grant No. SBAHQ-03-I-0050 periods, with SEKTDA approval, the equipment may be retained and maintained by the property where it is located to aid in tourism promotion

SEKTDA’s Responsibilities

  • SEKTDA will advertise, develop scopes of work, conduct pre-bid conferences if needed, negotiate and develop contracts, make payment…. and provide administrative functions.

  • SEKTDA will prepare quarterly reports

  • SEKTDA will assist applicants in completing applications

  • SEKTDA will, with input from the project leader and corridor team members, choose the best vendor (s) for CDF projects following SBA guidelines 

  • According to SEKTDA’s grant, SEKTDA will retain all rights on products, supplies, etc produced during the grant period

  • Any and all funds remaining after May 1, 2007 may used at the discretion of SEKTDA  following SBA guidelines 


SELECTION PROCESS
  • Corridor Teams meet bi-monthly and by a majority of the county voting representatives present decide what projects (project idea submissions) they will approve to be forwarded to the SEKTDA Board for Community Development Funding approval.  Teams must base their decisions on projects that will have a regional impact versus projects that will have only a local effect
  • The Corridor Coordinator, Project Coordinator and the Director of Community Development must sign the potential project form (application) prior to submission to the SEKTDA Board of Directors
  • The Director of Community Development will submit Potential Project Forms (application) to the SEKTDA Executive Director
  • The SEKTDA Executive Committee will review the projects submitted
  • The SEKTDA Executive Review Committee will make recommendations to the SEKTDA Board of Directors for approval
  • The decision of the Board of Directors is final
  • The DCD and Executive Director, with board approval, may make changes to projects if said changes benefit both the corridor and SEKTDA and meet SBA and all other requirements

Below is a project category listing of eligible Community Development Fund projects and activities:

Workshops/Seminars  
Allowable expenses include a facilitator’s travel, room, meals, stipend, and facility rental. Workshops/Seminars are limited to only those that will benefit the entire corridor and/or region. Any workshops using SEKTDA (SBA) funding must be offered free of charge. Hospitality workshops will use SEKTDA’s Shining Star/Leadership Program. All materials must bear the name of SEKTDA and mandatory SBA verbiage.

Equipment/Supplies –Educational Literature Racks
Educational literature displays must be approved by SEKTDA. These items will be used to provide materials for the traveling public.  Since all equipment/supplies/racks will be in the custody of the Corridor Teams, the participants must agree to maintain records for equipment/supplies acquired by SEKTDA.

Feasibility Studies  
Feasibility Study applications will be considered on a case-by-case basis and limited to no more than $20,000. The applicant must demonstrate a denial of funding by attaching a copy of the rejection letter from a bona fide foundation or philanthropic organization or there are unreasonable time frames.

Video/Film/Audio/CD/Productions*
Projects must promote the entire Corridor and be used to educate the traveler or potential traveling public.  No commercial advertising will be included in any project. SEKTDA and 511 logos; SBA language; SEKTDA’s phone number and web site; The 511, America’s Byways and Kentucky logo (when applicable) must appear on all productions both in the credits and any printed material (covers, packaging, etc.). Duplications and updates of existing corridor video and audio productions.

Trail Enhancement  
Non-construction development of trails (SEKTDA cannot pay for any construction costs). Funds are for non-construction only, such as lumber for fencing or viewing decks, supplies for quilt block murals, surfacing (gravel, sand, etc. [no concrete or asphalt]), botanical materials (flowers, trees and shrubs-see beautification category for botanical specifications) directional and/or trail head signage (no “Welcome To…” signs)  for trails. The appropriate agency or landowner must approve all sign locations and provide a letter of agreement to maintain the site. Applicants must include a letter identifying the party responsible for the planting and maintenance of botanical materials. A letter from the party responsible for any construction and maintenance must also be included.

Wayside Exhibits and Interpretive Panels
Wayside Exhibits and Interpretive Panels will provide interpretation at designated non-profit or public facility locations. Sites must be pre-approved by the Corridor and approved by the SEKTDA Board of Directors.  Corridor applications must include a letter of acceptance and agreement for maintenance by the appropriate agency (site). All Waysides and Interpretive Panels must follow a consistent design format set forth by SEKTDA and include all required verbiage and logos. 

Regional Print Materials*  
Tour packages, maps, regional historical, cultural, or outdoor recreational tours and educational and directional literature.  Design, information gathering, printing and publishing are allowable expenses. Reprints and updating of existing Corridor Literature are allowable expenses. A brochure distribution plan should be in place prior to submitting the application. The SEKTDA logo, 511 logo, America’s Byways logo and Kentucky Unbridled Spirit logo must appear where applicable.

Downtown/County Beautification
Perennial plants and flowers, trees (at least 1” caliper trunk), shrubs (at least 1 gal container, where applicable) plant containers** and hangers**, seasonal flags** (include SEKTDA logo), benches**, and materials for mural paintings.  Beautification is eligible for towns already involved in a formal Renaissance on Main Program including the designated Renaissance area and cities participating in the SEKTDA CITY program. The CDF application amount must not exceed $2,000 per county and must be overseen by the county designated tourism/corridor representative. A permanent plaque or decal (provided by SEKTDA) must be placed in a prominent area of the project signifying SEKTDA as a partner in the project, where applicable.

* Printed materials will reflect the relationship between SEKTDA and the SBA in all printed products, publications, articles, media events, news releases, public appearances, interviews, public services announcements, and the like, or any other activity that is related to this project by using the following statement in legible, easily readable print:

“This U.S. Small Business Administration (SBA) Grant No. SBAHQ-03-I-0050 is funded by the SBA.  SBA’s funding is not an endorsement of any products, opinions, or services.  All SBA funded programs are extended to the public on a nondiscriminatory basis.”

**These items must be consistent with any CITY, Renaissance or other approved revitalization plan where applicable.

  • Pre fabricated buildings

  • Building Repairs or upgrades
